Revitalizing Communities Through Beneficial Programs
The West Augustine Historical Community Development Corporation (CDC) is a 501 (c)(3) Florida based nonprofit corporation. The mission of the organization, in part, is to improve the quality of life for financially distressed individuals in St. Johns County. The CDC has been a leader for social, environmental and economic justice in the West Augustine Area. The leadership team of the CDC is
well respected throughout St. Johns County. Local units of government have supported the organization since its inception and have contributed dollars and manpower to address social, environmental and economic justice issues championed by the CDC.
Members of the CDC leadership team were instrumental in advocating for the creation of the West Augustine Community Redevelopment Area as designated by County Resolution 2000-146 and State Statue 163 to provide a redevelopment plan, strategy, and funding to support neighborhood revitalization activities, affordable housing construction, and economic development initiatives. Members of the CDC leadership team advocated for and supported the Sheriff’s office development of the Federal Weed and Seed designated graduate site. The Weed and Seed program was designed to weed out criminal and negative elements within the community and to encourage and support a host of human service initiatives to support education, job skills, business growth, culture and quality of life directives. 2006)
Members of the CDC leadership team advocated for the West Augustine Mixed-Use Overlay District, which was adopted and approved to enhance flexibility for economic development. The project is located within a district that provides residential and commercial development by right and addresses density bonus, design review, and automatic variances. (2015)
Members of the CDC leadership team supported and promoted the Low Tax Opportunity Zone, recommended by Governor Rick Scott to allow investors to strategically invest in the targeted neighborhood of West Augustine. This will build on the WACRA economic development plan bringing in more jobs and capital investment to the community. (2018)
The CDC received a Priority Markets Program recognition and Wells Fargo Bank grant
for planning, capacity building, and technical assistance. (2018)
The CDC received a Florida Community Loan Fund (FCLF) grant, for technical assistance. (2017)
Members of the CDC leadership team supported county roadway improvements and
infrastructure improvements, including stormwater treatment, to serve the project area. (2012)
Members of the CDC leadership team advocated for the City of St Augustine to upgrade sanitary sewer main-line and water service to serve the CDC’s project area. (2012)
Members of the CDC leadership team petitioned the County of St. Johns for impact fee reduction and/or waiver. (2018)
Members of the CDC leadership team petitioned the City of St. Augustine for water/sewer connection fee reduction and/or waiver. (2018)
West Augustine meets the federal definition for a Food Desert and is an area eligible for a Federally Qualified Health Care Facility. (FQHC) (2010)
The CDC last major project resulted in a partnership between Ability Housing, Inc. and the CDC to develop 92 apartment units for low income families in phase one of a multi-year project. The CDC provided a long-term land lease for 10 acres which it purchased for a fraction of the market value and leveraged its relationship with the City of St. Augustine and the County of St. Johns to provide additional subsidies to construct the public infrastructure to support the development.
